Language Instruction for Newcomers – LINC

LINC is the national English as a Second Language (ESL) program for immigrants. We offer adult permanent residents and refugees up to 1200 hours of English language instruction free of charge.
The LINC program is a primary support for the settlement, adaptation and integration of newcomers into Canada.
Newcomers are first assessed to determine their English language skills. Based on their results they are placed in one of the five LINC levels that we offer at C.A.R.E – Literacy through LINC Level 5.
Per year we provide English instruction to approximately 250 students from many different countries and many different first languages. Classes range in size from 10 to 16 students.

Our classes are offered on a part-time basis during the day.  The year is divided into two periods, and C.A.R.E. has a continuous intake policy. Generally, we can accommodate new students within two months.
Our qualified instructors use real-world language tasks, field trips, guest speakers and a range of teaching tools to help newcomers improve their English speaking, listening, reading and writing skills.

To qualify for the LINC program you must:

  • be 18 years or older
  • be a permanent resident or refugee
  • have a CLB assessment referral for placement in the best LINC class for you

We also provide free on-site childcare for students with preschool children. Our childcare is provincially licensed as an innovative childcare program and it accommodates up to thirteen children.

Teachers’ Aid and classroom volunteers regularly help with individuals and small groups for reading, spelling, pronunciation and conversation.
